I don't know his name, but i read somewhere that he was the local Volkssturm leader and not a Wehrmacht General. Besides I not an expert on uniforms but it's definately not a General's uniform.

It looks like a Sturmbannführer of the Deutscher Volksturm Wehrmacht. I have no idea who it is but the picture does seem "posed."
