I found another photo of Konteradmiral Otto Klüber.
Notice the 2 circled awards.
I think it is the Spanienkreuz in Silber mit Schwertern (left) and the Flotten-Kriegsabzeichen (below EK I) perhaps?
He was the Commandant of the Leichte Kreuzer ‘Nürnberg’ (24 Nov 1938-07 Aug 1940) so he was eligible for both the Spanienkreuz (Nürnberg was active in the Spanish Civil War) and the Flotten-Kriegsabzeichen (although the award was instituted in April 1941, it could be awarded for actions that took place prior to this date, i.e. his time as Commandant of the Nürnberg).

Matthes probably received the Sonderklasse (Eichenlaub) to the Wehrmacht Dienstauszeichnung, since his service as a Reichsmarine Beamter should have qualified, giving him 40 years of service by 1938. In both the case of Mahrholz and Matthes, the Wehrmacht Dienstauszeichnung was worn in place of the earlier-awarded Prussian Dienstauszeichnungskreuz.
I have no idea about Fritz Krauß. He did not reach the front in World War I, so no imperial awards and probably only an Ehrenkreuz für Kriegsteilnehmer. He would have added a Wehrmacht Dienstauszeichnung 4. bis 2. Klasse in 1936. The only (tiny) picture I've seen shows him with a 1939 EK I and I would assume based on his assignments that he received the Flotten-Kriegsabzeichen. That same tiny picture shows a long-ish ribbon bar with several ribbons after the Dienstauszeichnungen, so probably one or more "Flower War" medals or something foreign.

According to the Ehrenrangliste der Deutschen Marine, Kratzenberg was discharged on 31.03.1919 and reactivated on 11.11.1919. That break in service would have cost him the 1.Klasse.
However, on checking further, it appears he was in the Freikorps in Marine-Brigade von Loewenfeld from 07.05.1919 onwards. So it would appear he only lost a little over a month of qualifying service time. So he would have reached 25 years' service sometime in May of 1939. So yes, you can change that to a 4. bis 1. Klasse in your list.

Don't you think it's odd that Friedrich Matthes didn't recieve the EK 1. Kl. (1914 or 1939 version). He was in the Navy since 1898.
Regarding the Sonderklasse (Eichenlaub) to the Wehrmacht Dienstauszeichnung. Do you know how many Kriegsmarine officers did recieve the Sonderklasse? I know only of Generaladmiral Karl Witzell. Even Raeder didn't recieve it (not that I know of).
Also, Fritz Krauss was serving aboard the Großlinienschiff SMS König during WW1 which would qualify him for the Ehrenkreuz für Frontkämpfer.

Regarding the Sonderklasse, I have no idea how many were awarded. Raeder should have and probably did receive it. There are several photos of him, such as here, clearly taken after 1939 since he has the Ritterkreuz and the Spange to the EK1. However, note that there is no Spange on his EK2, which seems to indicate that he did not bother updating his ribbon bar. So he may have also had the Sonderklasse, but did not add the oakleaves to his ribbon bar for these photos either. It seems that Generaladmiral Conrad Albrecht should have received the Sonderklasse (Crew of 1899, retired December 1939).
