Perhaps the Spanish Order of Naval Merit. Another possibility is the Italian Order of the Crown, Grand Cross.

The award looks bright (so perhaps Silver?) and perhaps the Italian Order of the Crown, but Grand Officer's Cross?

It is too big and not the right shape to be the Grand Officer Class.

Neither of the two.
But the second one (from left) on his ribbon bar (first pic) could be the Kriegsverdienstkreuz 2. Klasse mit Schwertern.

I can't see if there is a white strip in the middle. In hies case, it would be the Yugoslavian St. Sava Order. If the ribbon is all blue with silver stripes, it would be Bulgarian Bravery Order, but the crown is not typically Bulgarian.
