Vizeadmiral Friedrich Götting Breast Award

Previously luftk said this breast award "might be the Spanish Order of Naval Merit, Grand Cross. Another possibility is the Italian Order of the Crown, Grand Cross." To me it doesn't look like any of those 2 awards.
However, after obtaining this better photo (2nd photo below) I came to a conclusion it might be the Grand Cross of the Order of the Crown of Romania.
What do you think?

To me it looks like the Grand Cross of the Order of the Crown of Romania, what would you say?

But if you look at the edges of the cross they aren't pointed like on the Bulgarian Military Merit Order.
To me they seem recessed, like the Romanian Order of the Crown.

The Grand Cross of the Romanian Crown Order with Swords was awarded always with a crown on the upper side of the breast star, and I can't see that crown in the photo. We could think that this admiral received the order without swords, but this case is very rare: Romania was not, until 1940-41, a German ally. Romanian decorations to German people are not common until 1941-41. And, when German military personel was awarded with Romanian decorations, that were always with swords.

It's difficult to say, but I thin that its the Bulgarian Military Merit Order.

To what Crown do you refer? Can you give a photo example?
But if you look at the circle in the middle of the cross, it is CLEARLY white like on the Order of the Crown of Romania? The Bulgarian Order of Merit has a green circle in the middle.
In my opinion it is the Grand Cross of the Order of the Crown of Romania. Looks very similiar to the one Fleischer is wearing, 2nd photo below.
And it's possible Götting has the version with Swords which are just not visible on the photo.

But perhaps I'm mistaken, we can see the Grand Cross of the Bulgarian Royal Order of Military Merit with War Decoration worn here by Admiral Schuster, and it does look similar to Götting's breast star?
I guess graveland and Cartaphilus both think it's the Bulgarian Order of Military Merit, I would have to agree. The circle in the middle of Schuster's Breast star also appears to be white (which in fact was white in the second version of the breast star of the Bulgarian Order of Military Merit, I overlooked this).
