I just found this designation in the divisional KTB (see attachment, where it is written "General des deutschen Heeres bei der Königlich bulgarischen Heeresleitung") and also in LDW (http://www.lexikon-der-wehrmacht.de/Per ... ckersP.htm), where it is clearly stated "Deutscher General bei der bulgarischen Heeresleitung".

Markgraf was tasked with leading (m.d.F.b.) 78 I.D. effective from (m.W.v.) 17.09.1941 "für d. Dauer d. Erkrankung d. Div.Kdr" as shown in the PV that announced this tasking

Völckers was tasked with leading (m.d.F.b.) 78 I.D effective from (m.W.v.) 20.11.1941 "für d. Dauer d. Erkrankung d. Div.Kdr" as is shown in the entries in the Div KTB for 19.11.1941 and 07.12.1941 and in the PV that announced this tasking.

Völckers was appointed (ernannt) Kommandeur 78 I.D. effective from (m.W.v) 27.12.1941 as shown in the PV that announced this appointment.

All these m.W.v. dates are also shown on the "Generalskartei" for these two officers.

In the PV that announced the tasking of Völckers to 78 I.D. his current status is given as "General des deutschen Heeres bei der Königlich bulgarischen Heeresleitung."

Indeed, in the divisional Kriegsrangliste for June-December 1941, Völckers is still shown as mdFb (see attachment above). The date of December 27th, 1941 was missing, thank you for that John.

I didn't make myself clear- when I asked when Gen. Voelckers gave up his mstFb command I didn't say I was referring to Hoeheres Kdo. zbV XXX!, not 78. ID. Would anyone have the date Gen. Gallenkamp returned to command?

According to the Div KTB, the division was informed of Völckers appointment as Div.Kdr on 29.12.1941.
He signed Div.Befehl 103/41 dated 28.12.1941 as iV
He signed a letter dated 29.12.1941 as Div.Kdr.

But that leaves another question.

The Div.K.R.L Stand 01.12.1941 shows the status of Gallenkamp changing from Kdr 78. ID to FR on 20.11.1941 and this was announced in PV Nr.6250/41 g.Ag P1/Ref.9 dated 03.12.1941. So fits together nicely.

So it looks like 78. ID lacked an official Div.Kdr. between 20.11.1941 and 27.12.1941

Throughout December 1940, while garrisoning around the French town of Epernay, the division was headed by an Oberst Steinbach. Do you know who he was?
Any tie with Arko 126?
And between which days Gallenkamp left his command? For what purpose?

Same for early April 1941. This time, Oberst Hitter was in temporary command.
