Is it possible that the second ribbon is the 1914 EK II am weißen Bande (for non-combatants)? Was it possible to be awarded the EK II am weißen Bande and then the EK II am schwarzen Bande (i.e. regular EK II)?

The fourth ribbon is the Bremen Hanseatenkreuz. The last ribbon is the Red Cross Medal 3rd Class (RKM3). The EK1 and these two are the only awards listed in his entry in the 1929 Kriegsrangliste der Intendanturbeamten des Heeres, der Marine und der Schutztruppen.
It is possible that he was awarded the EK2 on the white/black ribbon early in the war when he was with various Proviant offices in the Heimat, and then had that replaced by an EK2 on the black/white ribbon later in the war when he was at the front (Feldintendantur des Marinekorps and Divisionsintendantur der 3. Marine-Division), where he also received the EK1.
If he decided to wear both ribbons, that was in contravention of the regulations. However, there are no other decorations between the EK2 and the KVK2X in the Wehrmacht precedence. Maybe he figured that no one would question him or their paychecks might disappear.

Thank you very much Dave! I didn't know the Kriegsrangliste der Intendanturbeamten des Heeres, der Marine und der Schutztruppen existed.
