The last ribbon seems to be single colour, so Hungarian Order of Merit could be one option, or also the Bulgarian Order of St. Alexander. It seems to be only an Officer grade award, so something he may have gotten in the 1920s- just a guess.

Regarding Fanger. If at least we had a better quality photo. Someone might post it if they have it.
I can put the 2 additional awards you spotted on the list. With "not confirmed" in the brackets.
So:
Commander's Cross of the Hungarian Order of Merit
Grand Cross of the Spanish Order of Naval Merit
Is that how you would write it down?

*Looking at the length of his ribbon bar it is quite obvious he had more awards than those listed above. But unfortunately all the photos are of pretty low quality so the rest of the awards on his ribbon bar can't be identified and are presumably foreign.

I do not know the class of the Spanish Order of Naval Merit but I do not believe it is Grand Cross. It does not appear to be large enough.

I agree. There are at least two other ribbons after the Long Service Decorations. They are NOT pre-1914, going by the 1914 Rank List.

I do not know the class of the Spanish Order of Naval Merit but I do not believe it is Grand Cross. It does not appear to be large enough.
To my knowledge the Spanish Order of Naval Merit was divided (at that time) into 4 Classes: Grand Cross, 3rd, 2nd, and 1st Class.

IV. Klasse (Großkreuz) - auf besondere Veranlassung; damit verbunden war das Prädikat Excellenz
III. Klasse - bis zum Dienstrang General
II. Klasse - bis zum Dienstrang Oberst
I. Klasse - bis zum Dienstrang Hauptmann

And only the Grand Cross came with a Breast Star? However, I can't find anywhere a good site with photos of each class. If you know any please share.
The Order was reformed several times (most notably in 1936 and 1942), but the German Admirals recieved it mostly in 1938 or 1939 (so the 1936 version).
Here is the description from wiki: "The cross is worn on a ribbon on the left side of chest. Each subsequent award is denoted by a bar with the date of bestowal on the ribbon. The Grand Cross has the same form as the cross described above but is worn on a sash over the right shoulder. The star added to the class of Grand Cross is gilt, eight-pointed, with the cross superimposed on it; currently between the arms of the cross there are alternate towers (Castile) and lions (León)."
If this info correct, then Fanger must be wearing the Breast Star of the Grand Cross.
If you know something more about this award please do tell.

3rd and 2nd class of the Spanish Naval Merit Order had a breast star also, smaller that the Grand Cross.

Fanger commanded the battleship Deutschland during Spanish Civil War. As a Kapitän zur See, he might be awarded with the 3nd class.
