It indeed seems to be a neck decoration. However, it's impossible to tell what it is from this angle.

They are very dark and not visible even on the photo in the book I took (2nd below). Perhaps someone can recognize them when looking at the ribbons above. He also seems to be wearing 2 more badge awards below his EK I (I marked them with "A" and "B"). "A" looks like a "tile" of some sorts, and of "B" only the top is visible. Please share your opinions below.
