He looks like an Oberstleutnant.

Look at part of his epaulet carefully, maybe there is one star on his epaulet. So maybe he is a Generalleutnant at least in 4 6 1939.

Thanks for your input. They look very similar, but I dont think it is Heggenreiner. Heggenreiner received a black wound badge in WWI and the other guy obviously not.
