Gentlemen!
A possible good candidate for the Croatian Iron Trefoil First Class is SS-Standartenführer Ernst Deutsch,C.O. of SS-Frw. Gebirgsjäger Rgt. 13/"Prinz Eugen" He was a holder of the German Cross in Gold.
I'm sure there were high ranking SS officers of the 4. SS-Polizei-Grenadier Division in the Southeastern Front that had been awarded either the Croatian Iron Trefoil I. Class or the King Zwonimir Crown I. Class.

This is Generalarzt der Reserve z.V. Hofrat Prof. Dr. med. Hans von Haberer-Kremshohenstein
I saw a picture showing him in the "Wehrmedizinische Rundschau" (date?)
sitting beside Generalarzt der Reserve Geheimrat Prof. Dr. med. Ferdinand Sauerbruch (both with the KC, -i.e. Sauerbruchs KVK) in Vienna. There was an anniversary festive hour in the university (50 years after the death of the developper of the ventricle-resection Prof. Theodor Billroth).
Von Haberer, the director of the chir. clinic in Cologne (previously in Düsseldorf, Graz, Innsbruck and also Vienna) was for a short time at the university of Agram (Zagreb) as guest.
There is a med. dissertation describing him (Dissertation der Medizinischen Fakultät der Universität Köln) also with declaration of all his decorations.

I don't think so. In his personal file, tere is nothing about this, but: 00.12.1942 "Kgl. Rumän. Orden Michael der Tapfere, III. Class".

Two more possible holders of the Croatian Iron Trefoil 1st Class and Croatian King Zwonimir Crown 1st Class from the Kriegsmarine.
FKpt. Herbert Max Schultz who commanded the First Schnellboot-Division from July 1943 to March 1945 in the Adriatic Sea.
FKpt. Felix Fischer who commanded the 21st U-Boot-Jagd-Flottille from August 1944 to October 1944. I forgot which area the flottille operates.
I'm still having a "soar throat" which means longing for a neck order not just the Knight's Cross. It's not for me but for those Germans who might be a holder of a neck order!

It would be easier to obtain the whole list from the President of Croatia than playing around (struggling) with some uncertain names.
I have tried to get that info, too, by contacting the Decoration and Awards Office:
