Unfortunately, poor quality complicates the ID and doesn't allow to be 100% sure who this may be. Better scans could help.. of course if it is possible.
I don't think that is Brandenberger, von Bernuth or Marcks. There are some external differences, also I checked my files and none of them are not awarded by DKiG (DKiS or Spanienkreuz) which is seen on the right pocket and any grades of ISA, ASA or PKA.
