Dieter, 1944-03-08 is the English way of writing a date, it's 8 March 1944. (20 April 1944; SS-Sturmbannführer d. R.). And Degrelle is not wearing a black uniform, it's only a dark picture.

Found this pic ID'ed as Heinrich Kling. Doubt is that Kling was awarded as Hauptsturmführer, but pic shows Obersturmführer.
