Were Stalingrad and Beograd declared Festung?

OK, I'm looking for next info:
- town of Festung,
- date of declaration of Festung,
- battles
- fate of Festung (destroyed, surrender)
- strenght of Garrison
- any W-SS units in Festung

Example:
Festung Breslau:
- 9/1944
- 8.2.'45 - 6.5.'45
- surrender on 6.5.'45
- about 80.000 men
- YES

Each Festung also had its own Festungskommandantur with an officer in charge of all the defensive tactics.... I think your list should also contain the name and rank of the Festungskommandant?!?

Please include the name and rank of the Festungskommandant (if you know it, ), as Erik proposed.
