Philmil and Stauffenberg II,

the only Herbert Neumann I have any record of, is the commander of the 2. (Preußisches) Pionier-Bataillon from 1 Mar 1926 - 1 Feb 1928. He was promoted Oberstleutnant on 1 Feb 1926 and following an assignment on the staff of the Commandant of Königsberg apparently retired in the same rank. Perhaps this officer returned to service as an E-Officer in the mid thirties (there are two listed in 1939) and was eventually promoted to Generalmajor. He was born on the 28 Jun 1875 and died on the 13 May 1959.

05.07.1942 Führer-Reserve OKH
30.11.1942 Mobilisationsbestimmung aufgehoben
1945 von den Russen verschleppt und in russ. Kriegsgefangenschaft verstorben

I've looked a bit further on Herbert Neumann
"The German Army 1940 : an order of battle" (London : Military Press International, 1996) gives on page 107:

Chief A.Tk.Off., III Corps (1939)
Seniority (as Generalmajor):

Arm:
M.T. [= Motor Transport?]

Could that be our man?
