I forgot ... Meixner was already a Sonderführer Kapitän zur See since 1942. According to NARA T-1022 R-2634, he took over as Kdr DtMarKdo Nordafrika on 09.09.1942.

I have a potential new find: Otto Witek (* 17.08.1889 in [?]), 01.05.1944 Generalintendant ohne RDA (a11).

A short bio of him is available in the book Der fahrbare Feldbackofen M. 1901 und sein Einsatz im Weltkrieg 1914-1918 by Friedrich Chlebecek.

Can anybody explain why General Brantner was added to this 1941 DAL A1 from NARA in handwriting, but crossed out a little later?

I am trying to bring more light into the promotions of General Martinek. Perhaps histan has the original documents?

When he joined the Wehrmacht, Martinek was given a German RDA as Oberst of 01.10.1937 (26). At some unknown point during 1941, he became Generalmajor mit RDA vom 01.06.1941 (8a). And during the winter of 1942/43, something strange seems have to happened. If we believe the handwritten annotations in the 1942 DAL, Martinek was promoted on 21.01.1943 BOTH to Generalleutnant mit RDA vom 01.12.1942 (17) AND General der Artillerie mit RDA vom 01.01.1943 (4). This would mean he never actually was a GL and amount to one of the few two-grade-promotions. If he really took over XXXIX. Panzerkorps on 1 December, it would also mean he commanded the Korps as a mere GM for two months. To my knowledge, at least two GL (Frießner and Völckers) were serving under XXXIX. PzK, so how was this possible? Or was someone commanding between Arnim and Martinek, and his commands were backdated "mit Wirkung von"?

Wunderbar Valdis, vielen Dank :D
A little problem is still existing: He was promoted to "Regierungsdirektor" - equivalent Oberst - but he must be a "Ministerialdirigent" - equivalent a Generalmajor (see his uniform)!

The RL der Wehrmachtbeamten (Heer) vom 01.05.1939 shows Mell as RegDir mit Dienstalter vom 01.04.1934. He must have been promoted during the war.

Does anyone have the names of the parents of the later GL Josef Feichtmeier? No such surname is listed in the address books for Wien in the 1880s.
