have checked photo 33256 and have come up with this: This photo shows Wessel in General uniform in Feb 1942, in which he on the 17/2/1942 promoted to GM, also of interest on his left looks like Hans Eberbach, who won this award on 31/12/1941, but never recieved it till Feb 1942

the photo from http://WWW.bsb-Muenchen.de is the Future Gauleiter Karl Hanke, who at the the time was a volunteer in the Heer, and actually served with Rommel
in North Africa

I completely agree with you on the fact that there is a third person to add to this ceremony (the first on the row with just the nose seen).
However, as I said yesterday, the 4th officer cannot be Wilhelm Bleckwenn. This officer wears above his IRon Cross 1st class the spange which means he has already received the EK1 during WWI. Bleckween being born in 1906, this prevents him from being a "Great War" veteran. Beisdes (and like Strahammer), I have noticed that Bleckwenn is also listed in the Himmler ceremony. So maybe this is Flinzer but from my side, I would need to have more picutes of him to besure.

The comment on the photo said the general in the middle is
Walter Weszel or Wessel.
Did someone able to ID This general?
