Does anyone know what did this shoulder board stripe signify?

Looks like tresse that indicates the wearer is an NCO candidate, meaning selected for or attending an SS-Unteroffizierschule. The tresse (or cords when used) were slip-ons worn at the end of the shoulder boards as the pictured one is.

The NCO candidate position is known as an SS-Unteroffizieranwärter. Some additional information is here:

Use of tresse (rather than a cord) indicates that the wearer had enlisted for a period of 12 years or longer.
