Meaning of "Urk.-Beamter"?

Meaning of "Urk.-Beamter"?

Hello,

In the judge advocate branch of a German Staff (III), I found mention of a Heeres-Justizinspektor whose assignment (Stellung) was "Urk.-Beamter". Does anyone know what was its meaning?

I think certified civil servant
Urkunde = certificate
