Is it my eyes or does this officer of the Heer (on the left) have an SS eagle on his right chest ? Maybe an Allg-SS officer serving with the Heer ?

Certainly it's a SS badge
Mixed insignia was an exceptional practice, but common in the battle field for reasons of supply
There is no relationship between the badge and the affiliation of the individual ( An Army Lieutenant in this case )
