This is what Tessin reports:

Landesschützen-Rgt Stab 51 * 1. 4. 1940 in Ludwigsburg, WK V, durch Umbenennung des Ldschtz.Rgt.Stab. z.b.V. l/V, WK V;
bei Hgr.Mitte in Sicherungs-Rgt Stab 51 am 1. 6. 1942 umbenannt;
Btl. 237, 335 und 490 unterstellt;
Juni 1944 als Rgt. mit vier BtL I.-IV./51 formiert;
Juli 1944 in Scharfenwiese (Ostrolenka) mit drei Bd. neu formiert (I. aus 236, II. aus 446, III. aus 886);
Stab und III. bildeten Februar 1945 in Kurland Stab und II. Gren.Rgt. 551 der 329. Inf.Div.

G: 1944 I. 1-4, II. 5-7, III. 9-12
U: 405. Div., WK V; März 1942 Heerestruppe: Rußland-Mitte (Smolensk); 1944: 391., dann 201. Sich.Div.: Schaulen, Kurland
E: 5 Esslingen, WK V; 1944 E 4 Glauchau, WK IV

Your best hope might be to look through the archives and check to see if there are war diaries for it and of units it was attached to including the Army Groups.

Inside T311 R218, these are lists of OOB for the Sicherungs Divisionen.
Here is a page for 1.2.1944

The Sicherung Regiment 52 (I,II,III Btl) is listed on the page bottom, under the Divisionen column, as "le 23".

What is the meaning of "le23" ?

Hello

It is Hungarian divisions attached to the VIII. ung. A.K. as written on document. They are called light divisions, so in german, leichte Division.
The regiment that you pointed on the attached document is 51st Hungarian Infantry Regiment and not the Sicherungs-Regiment 51
