Been looking over the ground combat divisions in the West, May - July 1941 & came up with a few questions about their combat readiness.
First is the 23 Pz Div. It is variously described as authorized, established, or existing during June, July, or September 1941. It was formed in part from men from the 101 Pz Brigade that contained the 203 & 204 PZ Regiments. Contradicting this is a Wiki entry that places the establishment of the 101 Pz Brigade in July 1941. There was also at some point a infantry, artillery, pioneer, and HQ service set up. So the question is when were those components added? Other question would be when did the div reach Category II - Limited Offensive capability.
Next would be the following divisions. I understand these were all 15th Welle & 'estalishedMay 1941. All are supposedly present in France before the end of June 1941.
708.....Bourdeux & Royen
709.....Cotientin province
711.....Vichy boundary
712.....Vichy boundary
715.....SW France?
716.....St Lo
719.....Netherlands
Were these divisions formed from reservists, or cadre from existing divisions and conscripts from the spring levee'? I'm wondering if they would even have qualified as fit for eve limited defense operations.

Any references to the history of the 23d PzD in 1941/1942 would be useful as well.
