Identify this man - a general?

Identify this man - a general?

This is from the cover of U.S. Army magazine called "Army Talks." Does anyone know who this person is?

I see he seems to have removed the “party“ insignia but left the cocarde on his cap. Judging by his shoulderboard I think he might be part of the ORPO. Maybe a “meister”.

Other than SS/SD badges, I figure if anything was missing from a uniform, it is because some GI grabbed it as a souvenir.

The man in the photo from the year 1945 was much too old for SS or SD at that time, but not for "Polizei", the photo speaks volumes....

I am 99% sure, that the old man was a (former?) member of the "Deutscher Volkssturm".
And he was certainly more than satisfied for some bread and a can of food.
