Hi jbroshot,

you can find these manuals for little money at the German flea markets, the prices range from almost free up to about 25,- Euros.

"Dienstvorschriften", and also "Dienstanweisung" was and ist the common german term for this material.

There are very sought-after, and rare editions from that period, German Police copies can fetch very high prices on the collectors' market, but these are a few exceptions.
Most editions are "worn" and in very poor condition, often missing the title pages and the included large drawings, which were often hand-colored.

The german terms "Reibert Wehrmacht" would certainly be interesting for you, but beware, everything that is extremely rare is copied and reprinted, and in very good quality!
You should know what you have in your hand, as a rule the originals can be found at the bottom of the bookcases of the suppliers...
