Who is this Walloon EK1 holder?

Hello.
Does anyone know who is this Walloon EK1 holder(one of the survivor of the Battle of the Korsun-Cherkassy Pocket)?

I think he is Daniel Wouters(Platoon Co of the 1st Company / 69 Rgt / 28.SS-Freiw.Gren.Div."Wallonien"), but it's not sure...

From my sources (André Liénard), it is Georges PHILIPS ....
Of course there is probability of mistake...
