The answer negative.
First, the document is written not in Russian (apparently, it it is the Serbian language)
Second, and this main thing, in the document stands date on August, 27, 1941 whereas general - lieutenant Vlasov was taken prisoner only on July, 18, 1942.

Definetly not Vlassov.
There was no historical person with name Letič (maybe Ljotić-but not he),and Mihailović doesnt support germans,the answers are negatives.

1.Help

During I.WW he was the leader of the greatest rising in Serbia against occupator (in South-East Serbia ,against bulgarians).

2.Help

In II.WW germans disbanded (the soldiers were mostly transfered to SSG-Serbian State Guard(but not all of them,some were arrested by germans) his units in late 1942,early 1943 (the last unit was disbaned in march 1943,actually they deserted to Mihajlović's forces).
