Now a West-European collaboration question!

Which SS-Obersturmbannführer der Reserve der Waffen-SS was the leader or the „Landesleiter” of the „Deutsch-Vlämische arbeitsgemeinschaft“ (DeVlag) and on the end of the war was made leader of the „Reichsgau Flandern“?

He was the colleague of SS-Obersturmbannführer Degrelle, who was made leader of Reichsgau Wallonien.

As Semenov seems to be missing, I will post a question to keep the quiz going:

This unit fought with the Nazi army behind the lines, especially around the Azov Sea. At the end of 1944, the survivors , together with their families, retreated with the German army. About 2,000 went to Silesia, Poland and 1,500 to Zagreb, Croatia, where they were reorganized to fight against the partisans.

What is the name of the unit and approx how many were there?

1944 is quite late for a volunteer unit, I think its either some small cossack unit.

Over to Asklod, in fact it was the Kalmyhia Voluntary Calvary Corps (around 5,000 strong).

This German official cooperated with the Organisation of Ukrainian Nationalists in pre-war times to the extent that he himself smuggled the explosives to OUN secret HQ. Who was he?
