are you sure the second is Léon Closset?

You can see René van Thillo, leader of the Flemish labour service VAVV (Vrijwillige Arbeidsdienst voor Vlaanderen) and Léon Closset, leader of the Walloon labour service SVTW (Service des Volontaires du Travail pour la Wallonie) when they where awarded the Orde vom Deutschen Adler on October or November of 1944. I’ll try to find the exact date.

These are two interesting photographs, because not many photographs about the Flemish New Order supporters that lived in exile in Germany between September 1944 and May 1945 survived the war. Or they are just waiting to be discovered in the many archives in Germany and the rest of Europe.
