Hello forumrunners
I'm looking for biographical details concerning Vizebanus Josef (Joseph) "Sepp" Lapp, who ruled the self-administration of Banat in 1941-1944.
In particular I'm interested in pre- and past-war events. He survived the war and apparently, he was never investigated or extradicted.
He was the second in the chain of command of the german Banat, just under Sepp Janko.

Many thks
Max
