I saw this mentioning the Airborne Battalion was commanded by Lt. Colonel Kotsar source: The Vlasov Case: History of a Betrayal.
I found doing a search there was a Lt. Col. M.D. Kotsar for the ROA. Does anyone have any other information on this officer?
