What type of local unit or Hilfstruppen are shown here?

What type of local unit or Hilfstruppen are shown here?

Hello all,
I'm trying to identify the troops shown in the attached photo. Obviously there is one German soldier (Feldgendarmerie) but I am unfamiliar with the others shown, particularly the individual in the back shown facing the camera with a rifle slung across his back. The photo was shared without attribution on a US collector's site, but it is obviously from the east, judging by the wreckage of the Soviet aircraft they're inspecting.

They look more like Yugoslav soldiers.

Is that a French Croix de Guerre shoulder lanyard ?
