Osttruppen/Russian Liberation Army officer ID request

The man in the center is general Friedrich von Neumann, CO 712 ID in 1944. Now, the officer on the left wearing the moustache is the one that I'm thinking of. He appears to be wearing Russian insignia on his officer's cap. I think that he is a captain. I cannot identify the medal that he wears under his collar.

In 1944 the Ostbataillon 628 was subordinated to the 712 ID and served within this division as I/GR 745. At that time a Captain Nikolay Riebikov was the CO of the Ostbataillon 628. Is that him in the photo?

Two enlisted men behind appear to also be Russian. Shifting the Ost Battalions to the West was a terrible decision. Solely rested on Hitler, am I correct?

Well, after comparing the photographs the officer doesn't look much like Riebikov to me. Especially, the ears are different which practically excludes the possibility of them being one and the same person.
Two enlisted men behind appear to also be Russian.
Why do you think so?

Not Riebikov. He is bulgarian officier

Yes indeed. He is wearing similar uniform to a Bulgarian one. Maybe he had a trip to see the Atlantic Wall sometime in 1943/1944.
