The gentleman in the civilian suit (with the white beard) looks like Slovenian General Leon Rupnik, which would indicate that the photo is Slovenian "Domobranci" (with some German officers).

Yes, Allen is right. This photo was taken on 20th April 1944 on Bežigrad stadium in Ljubljana when Slovenian Domobranci took their oath.

London 1939.... march past of members of the British Union of Fascists.
Four members later served in the British Free Corps 1943-45.

SS general at right in Jure's photo is HSSPF "Alpenland" and eventual SS-Obergruppenführer und General der Waffen-SS und Polizei Erwin Rösener.

I think ROA stands for Russian Liberation Army, but I'm not sure.

Regarding ROA, Mikael is righ, it means:
Russkaiya Osvoboditelnaya Armiya= Russian Liberation Army.
After the war, most of the ROA's men were executed or send to Siberia.
