Has anyone heard of an Ernst Van Rappard? I know that he had some kind of Nazi youth but, that's all I ever found about
him
I also read (20 years ago) of a Major Kruyt who was involved in forming his own nazi party. Anybody know anything of these two men?

Both had started their own national socialist movements, in the netherlands, in competition with the N.S.B. (the prevalent one)

You can search for it in the Axis History Factbook.
But also on the internet you'll find what you're looking for, even in English language.

Just type NSNAP Kruyt and NSNAP Van Rappard.
