YEEEEEES!
It was a difficult question as the guy was not a flamboyant fascist like Oswald Mosley.
But he was nevertheless interned at the begining of WWII because of his supposed pro-Axis sympathies (he considered himself a patriot as is often the case .....).

Graham, you should cover the text in Polish on the stamp, as it gives direct answer to your question!
Even people who don't know Polish, but know Ukrainian language (like myself ) can quite easily read it.
