Article about subject. Do accept that NRO is not a definitive source in re history. Yet this article does display some contemporary thinking re subject.
Author Davis does not identify who/what institutions recognized French armed forces as the "military masters of Europe". After Versailles, France sought to balance its budget with reparations. As the adage goes, the writing was on the bulletin board of the leaning tower of Eiffel. Article leads with its picture.
Col Davis inadvertently missed reading Rapallo and an additional secret annex.
I believe the Maginot Line involved EASTERN neighbors.
Col Davis does not define or explain the proper noun "France". Marshall Petain can do this.

I don't see anything fresh or new in the article. Look to Jackson or Mays for contemporary views. Even Horne or Chapman's 1960s books look fresher than Davis brief.
