Total 83 409 men.

In August 1944 there were about 60,000 POWs in Romanian camps (source)
The remainder were apparently POWs employed with the German Wehrmacht or even Hiwis.

Hiwis should not be count as POWs

Shouldn't be counted by whom?

Other way the numbers don't add up. There were almost exactly 60,000 POWs in camps in Romania. There where some 18,000 POWs in Germany custody in Romania and with the Army Group South Ukraine, of them about 11,000 were lost (liberated) during August:

Hiwis were Russian served in German army as auxiliary, they were no longer POWs, and I may say they were taken prisoners by Soviet, I would not say they were "liberated" by Soviet
