The article has many mistakes, at least concerning operations in the Black Sea. The Romanian navy had 4 destroyers, not 2. In the first part of the war, large Soviet ships were also involved in operations, not only their destroyers. A Soviet cruiser took part in the Constanta action and was damaged, other cruisers saw action at Odessa, etc.

During the Constanta engagement, Soviet destroyer Moskva wasn't sunk in a German minefield but in a Romanian one, other possible sinking causes being fire from Romanian destroyers or from a German shore battery.

The article also fails to mention that the Romanian navy was actually the most important Axis fleet in the Black Sea, nor does it mention the activity of Bulgarian, Hungarian, Croatian and Italian ships.
