Stpping The Use Of German Observations Balloons

When did the German Heer stopped the use of observation balloons in the Eastern Front? Losses of them were high by Soviet fighters and Soviet artillery. There were no known instances of the German balloon observers firing back at Soviet fighters with small arms. So far there were no known recommendations of awarding these balloon observers the Knight's Cross.
