Free flood holes on Russian subs

What is the rational for the free flood holes in Russian sub hulls?
They must have known it makes detection much easier

I don't follow, are they part of the sub's ballast system?

How would that work in reverse?

KM U-Boats had more flooding slits to speed up crash dive from 50 seconds to 30 seconds. With XXI & XXIII these flooding slits reduced top submerged speed and generated more noise , so a balance was struck.
