I would say this is a french tank R35 in service of Vietcong in Vietnam. Timetable - 60's.

What are you arguing about? Ovidius have already given you the answer. It is a French build, Romanian used R-35 rearmed with a Soviet 45mm gun belonging to a second tank regiment (fighting alongside Soviets). If you don’t believe his source check out The Eastern Front, Armour Camouflage and Markings 1941 to 1945 By Steven J. Zaloga and James Grandsen, the book has the exact same photo as posted here and a matching description underneath.
