Lincoln inherited a difficult situation. Snapping one's fingers and declaring social utopia just didn't work in those days. Those humans who had survived tribalism into the 1860s were sometimes in general not very nice. Jim Crow continued for another century. … Due to human nature, gradualism was the only option for Lincoln.

Lincoln needed a legal way to "deprive" US citizens of their "property". He could free the slaves in the states "now in insurrection" because they were in rebellion against the US government. So wand-waving wasn't an option. As late as WWII Gen. George Catlett Marshal refused to integrate the US Army because "the middle of a war is no time for social experiments."

Well, there are occurrences of false allegations of racism. Lincoln and L.B.J. would have been the happiest people in the world if racism had ceased.
