1990s US Peace Medal Query

Came across a account in the 1990s after Congressman FLoyd Spence intoduced a Bill for the creation of a US Peace Medal (It was the dquivilent of the US Purple Heart} and was to be awarded for Personel of the US Military who were injured or died in noncombat situtations-it was signed into law by President William Clinton..however it has never been awarded...am looking for an offcial record that such an act was passed....
