cud somebody tell me if Ho Chi Minh had any security advisors during the Nam war? He would certainly have some sort of war council to guide him. If yes, are any names known? Someone told me that there were 9-10 people, but I have not been able to find anything about them.

I have been given information to the effect that there was a council of 8-9 people who guided the strategy.

Plus, I was told that as part of strategy the North Vietnamese distributed drugs in South and US troops took to them. Would u know anything about that?
