What type of Finnish decoration or award or ? is this?
Pre WW2? Post WW2?

This looks like a some sort of course badge for the defunct Maanpuolustusopisto (MpO, "National Defence College") or one of its predecessors.

According to "Suomen Kunniamerkit - The Orders, Decorations and Medals of Finland" by Jani Tiainen it is the Paallystoopiston kurssimerkki - Brass Officer School Badge (p.259). States that from 1970-1989 badge was awarded 4,880 times. Cheers - Mike
