Your info about Hampel could be wrong because as far i know there was no rank "Oberkommissar" in Gestapo. There was Kriminalkommissar and after that Kriminalrat. So probably he was Kriminalkommissar.

In BBL i've found only one man named Hampel and connected with Stapo Breslau:

1943, Krim.Ob.Sekr. Hampel, listed with Stapo Breslau, promoted to Krim.Insp. [BBL 53/1943 from 13/11/1943].

It could be the same man, he might have been promoted to Kriminalkommissar after 1943.

I am interested in more information about a trial in Stalino in 1946:

In Stalino (September 1946), a Soviet military tribunal convicted the former deputy and later city mayor Eichmann, together with 17 other members of the city administration and local police (e.g. deputy police commander Zimmermann and Wächter), in 1946. A.A.Eichmann (1904 in Valdorf) and the head of the police, Ilja Babenko, were sentenced to death. The other defendants were sentenced to either 15 or 20 years of forced labor

What are the details of the men and the trial mentioned in the following article:

"...Another officer belonging to the camp command (Sachsenhausen subcamp at Niemegk), is said to have been a former captain of the Wehrmacht from Hamburg who was transferred to the SS and who in 1946 was sentenced to death by a Soviet court. This could refer to Hauptmann Gattermann, who was shot in Grieben on May 8, 1945, together with the camp leader SS-Unterscharführer Johann Herfurth, who was born in Koblenz in 1902. ..."
