The fact that the executed Polish POWs obviously were the victims of Stalinist repression, and notwithstanding that fact, the Military Prosecutor's Office denied the obvious. This point itself is obvious. Let's move on, and try to provide the readers with usable information about the topic.

That's the status that has been denied. Since that's what the story is about (and not what was falsely claimed in the headline), that's pretty much important, because without it there's no story, doncha think? Pretty obvious.

Mayor Luzhkov added that there was more to Chikatilo than his reputation as the serial murderer with the highest death count. "He was a dedicated school teacher and he also was a patriot," said Luzhkov.

Here's a list of some of them, members of Smolensk, Kalinin and Kharkov UNKVDs, as well as NKVD USSR awarded for the "unloading" operation on 26.10.40:

Note that the list was known for a long time, probably since 1990. Petrov did a great job attaching bios to most people on the list, so now we know who of them were mere drivers or typists, and who were the shooters.
