Fond 378, Opis 1, Main Railroad Direction, City of Minsk

Records of the Haupteisenbahndirektion (HBD) Mitte and Reichsverkehrsdirektion (RVD) Mitte. Until January 1942, the HBD was under military control, even though its personnel consisted of railroad officials and employees. This control was exercised by the Oberkommando des Heeres (OKH)/Chef des Transportwesens (General Rudolf Gercke) through his Betreibsleitung Osten, under Ministerialdirigent Dr. Joseph Muller, in Warsaw. The HBD Mitte, which was one of several in the newly occupied territories of the USSR, was placed under the jurisdiction of the Transport Ministry in January 1942. The same transfer affected the other HBD's and the Betriebsleitung Osten became the Generalverkehrsdirektion (GVD) Osten. 42 Structure of the main railroad administration in Minsk, dated 15 February 1943, an extensive report which includes place and person names and full descriptions and lists of all relevant offices. The main divisions are called Abteilungen, and subdivisions are Dezernate. The Dezernate are numbered, and the numbers, which refer to specific functions, are the same in all the Direktionen of the Reichsbahn. The head of Division II (Betrieb) is Oberreichsbahnrat Logemann. He is also the Bahnbevollmächtigter
(Bbv), in charge of military traffic, which has absolute priority. The Bbv is at the same time the first deputy of the President of the Direktion. His Abteilung includes Dezernat 33 (Reisezugfahrplan), which comprises passenger trains on regular schedules and trains carrying passengers on special schedules (Sonderzüge). Abteilung II also includes Dezernat 30, which Logemann (as well as his successor) heads himself and which contains the Oberzugleitung. The designation H next to a Dezernat number refers to "Hilfsarbeiter," that is an official who covers for a temporarily absent Dezernent. 15 February 1943. 80 pages.

Most reports ("Tagesbefehl" and "Befehl") originate with the 707th Infantry Division, which was responsible for security in the region, and the reports commence in January 1942 and includes the postings of various security units throughout occupied Byelorussia. Other reports from 1942 and 1943 deal with attacks on railroad routes by partisans and originate with various sources. 1942 - 1943. 31 pages.

698 Orders of the commandant of the railroad in Byelorussia and the commander of the Wehrmacht for Ostland: communications spanning September 20, 1941 to December 18, 1941. The communications from November 6 are styled Befehle and are numbered consecutively 20 through 30. The unnumbered communications prior to November 6, however, are fewer than 19 in the folder. Most of the communications bear the handwritten signature of Generalmajor Gustav Freiherr von Mauchenheim genannt von Bechtolsheim, whose territorial superior was the Wehrmachtbefehlshaber Ostland, Generalleutnant Walter Braemer. The Ia (Operations Officer) was Oberstleutnant Fritz Wedig von den Osten. General von Bechtolsheim was at the same time the commander of the 707th Division. This division, which was newly formed, contained only two regiments and was responsible for military security in the Generalbezirk Weissruthenien, an area comprising the Hauptbezirke of Baranovicze and Minsk. The material in the folder contains references to shootings of Jews by elements of the division, orders over the signature of von Bechtolsheim for the eradication of Jews and Gypsies in the countryside, and refinements of these orders to exclude mass shootings of Jews. There are references also to the 11th Reserve Police Battalion, elements of which arrived with Lithuanian companies to assist the division, October-December 1941. 47 pages. [See, in this connection, the indictment of January 3, 1961, 3a Js 72/60 before a court in Kassel and the subsequent court decisions, 3a Ks 1/61, in the case of Franz Lechthaler, commander of the police battalion, and Nuremberg document PS-1104, which deals with the battalion's massacre of Jews in Slutsk. The subsequent history of the division from March 1942, when it was engaged in fighting partisans and occasional shootings of Jews within a military area just east of the Generalbezirk, may be found in the US National Archives, Record Group 242, T 501, Roll 15.]

Folder 784
784 HBD and RVD Mitte: Jewish transports, correspondence May 13, 1942 - January 27, 1943. The file is evidently that of the Dezernent 33, Reichsbahnrat Kayser. It contains both incoming and outgoing notifications and orders. Included is correspondence about transports terminating in Minsk, which originated in Vienna, Theresienstadt, and other localities. Trains traversing the Bialystok district, which was under the jurisdiction of the Reichsbahndirektion Königsberg, entailed correspondence with that Direktion, and those moving through the Generaldirektion der Ostbahn in Krakow. Jewish deportees from the Bialystok district entrained in Oranczyce and routed to Auschwitz were handled by the RVD in Minsk, because Oranczyce was just outside the Bialystok district within the area of the RVD. General planning of transports crossing the eastern boundaries of the Reich was in the hands of the Generalbetriebsleitung Ost, and several orders from this office may be found in this folder, including one sent to the RVD by mistake, because no transports on the list moved into or out of RVD territory. Several names appear in the correspondence, including those of Logemann of the HBD, Dr. Karl Jacobi of the Generalbetriebsleitung Ost, and Obersturmfuhrer Heuser of the Security Police in Minsk. The designation Pj in the correspondence stands for Polish Jews, and Da for Jews originating outside of Poland. Fond 379, Opis 2, Organization Todt, Operational Group Central, Russia

Files of the Organization Todt (OT). The OT maintained Einsatzgruppen, labeled Nord, Mitte, and Sud, in the occupied USSR. Fond 379 contains records of OT Einsatzgruppe Mitte. The OT built major roads in the occupied Soviet areas. These highways, called Durchgangsstrassen, were given Roman numerals. OT Einsatzgruppe Mitte, with headquarters in Smolensk in 1942, constructed Durchgangsstrassen VII, VIII, and IX. There was a Linienchef in charge of DG VII in Bobruisk, another for VIII in Smolensk, and a third for IX in Vitebsk.

Fond 389, Opis 1 Baranovichi District Administration and Byelorussian Frontier Guard

Records of the Kommandeur der Ordnungspolizei (KdS) in Weissruthenien. The KdS reported in territorial matters to the SS- and Polizeifuhrer Weissruthenien, who was in charge of all SS and Police offices and units in the Generalbezirk Weissruthenien. In functional matters the KdO reported to the Befehlshaber der Ordnungpolizei (BdO) of the Ostland, who commanded all Order Police in the Reichskommissariat Ostland. Serving in the headquarters of the KdO were a Kommandeur der Schutzpolizei (city police) and a Kommandeur der Gendarmerie (rural police). The Generalbezirk Weissruthenien (unlike all other Generalbezirke) had two Hauptbezirke, named Minsk and Baranovicze. There was consequently an SS- and Polizei Standortfuhrer in each Hauptbezirk. The Gendarmerie also had a regional Gendarmerie-Hauptmannschaft in the Hauptbezirke. The territorial level below Hauptbezirk was the Gebiet, where the Gendarmerie commander was the Gendarmerie Gebietsfuhrer. Below the Gebiet level, the Gendarmerie maintained a Gendarmerie Posten, usually under a police noncommissioned officer, in most rayons. The Order Police (Ordnungspolizei) also had units of

regimental and battalion strength that moved through the area. Usually these units would be assigned for specific missions to an SS- and Polizeifuhrer or to a military commander. To augment its strength, the Order Police included native auxiliaries, which were called the Schutzmannschaft (Schuma). There were Schutzmannschaft battalions, identified by number and nationality, and stationary Schutzmannschaft personnel in cities and rural areas.

Included are a number of the "Tagesbefehl" series. Order No. 17 of August 14, 1943, forbids public discussion of a total solution of the Jewish question. At the end of the file there are also a number of Russian Language translations of some of these documents and names. 237 pages.

2 Directives, orders, correspondence on the seizure of Soviet citizens to be deported to Germany as laborers, April 1943 - May 1944. Most of this material originates with the gendarmerie offices in Klezk and Baranowitsche, and include lists of names of laborers and even former Schuma personnel sent to Germany from Klezk, Nieswiez, Mir and a number of other communities in the area. 54 pages.

Including an order of General von Roques, Befehlshaber ruckwärtiges Heeresgebiet Nord, September 20, 1941, forbidding arrests and executions by non-German offices and persons without authorization of proper German authorities. Report of clashes with partisans, November 1942, a mass escape of Jews from a saw mill in Nowy Swierzyn, and the retaliatory shootings of Jews in Stolpce, February 1943. 151 pages.

4 Reports by the gendarmerie on actions against the Jews, particularly an operation in Novo-Svirzha, Ctoibtsk Region, which occurred on 3 January 1943 - 2 November 1944. A large number of materials are handwritten, apparently Russian language translations, and others originate with the Gendarmerie post in Starzyna in late 1943. Much of the material is handwritten in Russian or German and is barely legible. The German file folder which covers this material is entitled "Protokoll uber die Tagung der Gebietskommissare Hauptabteilungsleiter und Abteilungsleiter des Generalkommissars in Minsk", 8-10 April 1943. The file ends with several lengthy speeches by different German administrative and police officials on the economic, labor, and security situation, and that of refugees, in occupied Byelorussia. A number of the latter documents appear to be duplicated. 318 pages.

The subject of the conference was the tasks and duties of propagandists, conditions of school education, enlistments of indigenous civilians to labor, tasks of young people, and the struggles against the partisans. Most of this file seems to deal with German propaganda campaigns in occupied Byelorussia, including statements by SD propaganda officials. 36 pages.

1286 Report of the District Commissariat of Nowogrodek of September 1943 about the conduct of a propaganda campaign among the inhabitants in conjunction with anti-partisan operation "Hermann". A number of examples of the propaganda material placards, leaflets, newspaper articles and other materials employed in that campaign are contained in the file, including pleas for the indigenous inhabitants to volunteer to work in Germany. 197 pages.

There is also the Khatyn memorial in Belarus. 618 Belarusian villages was burned Alive by the Nazi during WWII in SS operations against guerilla troops. 185 of burned Belarusian villages were never re-established after war - they have disappeared from the face of the earth!
