Hi ljadw,
The Germans did start from what they knew - they reburied around 25,000 bodies.
However, they also knew, as a result of hundreds of previous air raids and masses of resultant statistical analysis, that only around two thirds of bodies were usually recovered. This is why something in the range of 35,000 - 40,000 fatalities is most plausible for Dresden.
