Quite possibly Himmler took the initiative into his own hands in those months, indeed that's what he would claim during later speeches, the December note thus indicating the explicit approval of the previous course and a blessing for its continuation and also showing that, just as Himmler claimed, his treatment of Jews was within the general policy framework set by Hitler.
