Who carried out most of the killing of civilians in the USSR, Wehrmacht or SS?

In Report 51, Himmler notified Hitler that between August and November 1942 360,000 "Jewish bandits" and 14,000 "bandits" had been murdered in the Soviet Union.

This suggests that the executions of non-Jewish civilians were relatively low, which makes it difficult to fit in with the figures of tens of millions of civilians killed in the war since extrapolation from the above figures would give a result of "only" 100,000 -200,000 non-Jewish civilian deaths.

One explanation for this could be that most of the killing was carried out by the Werhmacht.

Is this possible? Are there quantitative documents that allow a comparison?

Since the Siege of Leningrad left 642,000 civilians dead was solely carried out by German forces and no SS units were involved. It is therefore possible that the Wehrmacht did most of the killings of non-Jewish civilians in the USSR.
